Constantine the Great and Licinius issue the Edict of Milan, granting legal rights to all Christians and restoring their confiscated possessions. The Edict of Milan is more about the policies in the eastern half of the Roman Empire because Licinius is still a pagan who is now openly tolerating Christians.

Constantine I, in contrast, has by this point already converted to Christianity so in the western half of the Roman empire it is paganism which is being tolerated.
