Germany's main socialist party (SPD) proposes a law that provides for the "voluntary" sterilization of "habitual criminals dangerous to public safety." SPD leaders argue that this is necessary because Germany is in a state of emergency and that such offenders threaten to burden Germany's future with more "degenerates."

Hans Frank, later the leader of the General Government in Poland, is one of the most vocal supporters of this proposal but it is tabled. Note that this is still during the "liberal" Weimar Republic and not yet during the Nazi era and it is the "liberal" socialist ruling party which is proposing sterilization of criminals, not the fascist Nazi Party. There is far more continuity of illiberal legislation and attitudes between the Weimar Republic and the Nazi regime than is typically realized.
