Franz Josef Rarkowski is consecrated as espiscopus castrensis, bishop of the military chaplains, by Papal Nuncio Cesare Orsenigo. As Catholic bishop for the German army Rarkowski will issue many official statements on behalf of Adolf Hitler and the Nazi agenda.

In one pastoral letter, for example, Rarkowksi will instruct members of the Nazi military that a true "Christian soldier" must always be "staunchly loyal to his military oath, to his country, his people, and to his Führer, not out of expectation of reward, not out of fear of punishment, but out of holiest conviction of conscience."
