Heinrich Himmler Orders Police to Re-arrest Habitual Criminals

Heinrich Himmler orders the police to re-arrest "habitual criminals" who had already served their sentences and been released. These "offenders" had not committed any new crimes, but are instead deemed simply to be a threat to the community by their very presence.

This is a significant blow to the rule of law in Nazi Germany because now people will be punished with incarceration merely because someone in power suspects that they may be a threat in the future rather than because they committed a specific crime for which they are being legally punished.
