Pope Clement IX puts an end to the traditional Carnival practice of forcing Jews to run naked through the streets of Rome. In its place he imposes a heavy tax on Jews living in the Roman ghetto.

Traditional Carnival celebrations typically included a large number of events designed for no other reason than to humiliate the Jews as much as possible. Clement IX is thus doing something very beneficial, though the tax itself is designed to prevent the Jews from acquiring too much wealth and power.
