Iceland becomes the first nation in the West to legalize therapeutic abortion. The primary conditions under which abortion is permitted are rape, incest, poverty, and to protect the health of the mother.

Labeled Law No. 38, it says:

"When estimating how far childbirth may be likely to damage the health of a pregnant woman...it may...be taken into consideration whether the woman has already borne many children at short intervals and a short time has passed since her last confinement, also whether her domestic conditions are difficult, either on account of a large flock of children, poverty or serious ill health or other members of the family."

Social reasons can be used to justify abortion up to 8-12 weeks and medical reasons can be used up to 28 weeks. Two doctors are required to certify the procedure and it must be carried out at registered facilities.
