In Kalish, Poland, nine women are burned to death because they are thought to be witches who have been causing bad harvests. According to officials, they are "charged with having bewitched and rendered unfruitful the land belonging to a gentleman in this district."

So it's really only one person who has a problem with these women and who has allegedly been harmed in any way.
