Pope Pius IX issues the papal bull Universalis Ecclesiae, reestablishing the Roman Catholic hierarchy in England and Wales.

For the past several centuries, ever since King Henry VIII of England broke away, England has been considered "missionary territory."

Now Nicholas Wiseman, newly appointed as Cardinal and Archbishop of Westminster, will lead with the assistance of 12 episcopal seats.

There will be violent reactions across England to what people call "papal aggression," and Cardinal Wiseman does have hopes that there will be a rapid conversion of the English people away from the Church of England and back to Catholicism.
