Because of the recent political turmoil and violence in Bavaria, Bavarian Prime Minister Eugen von Knilling declares a state of emergency. He then appoints Gustav von Kahr, former Minister President, as Staatskomissar (state commissioner), giving him dictatorial governing powers over the state.

Kahr will create a ruling triumvirate with Bavarian State Police head Colonel Hans Ritter von Seisser and Reichswehr General Otto von Lossow.
