Cardinal Theodore Innitzer, Archbishop of Vienna, issues a pastoral letter challenging the recent efforts of the Nazi Party to secularize marriage. According to Innitzer, Catholics who are married at a government registry office and not in a ceremony performed by a Catholic priest will be excommunicated.

Cardinal Innitzer also complains in his letter about priests being dismissed from teaching posts and nuns being dismissed from hospitals.
