Heinrich Himmler issues a decree forbidding Jews from going outside after 8PM. This order is communicated to Jewish community leaders, but is not otherwise announced to the public.

There are quite a few restrictions being imposed on Jews which are not being announced to the general German public. It would appear that the Nazis recognize that some of these restrictions are still too much for the many Germans to accept if brought out into the open.

A memo distributed later in the month explains that this order has been issued because "it has often come up that Jews have been using the darkness to molest Aryan women."
