Reinhard Heydrich is appointed chief of the newly established Reich Main Security Office (Reichssicherheitshauptamt, RSHA). The RHSA is subordinate to the SS and is created by merging the Gestapo (Geheime Staatspolizei, State Secret Police), the Kripo (Kriminalpolizei, Criminal Police), and the SD (Sicherheitsdienst, Security Service).

None of these organizations are eliminated; instead, they become divisions within the larger service.

The RHSA is tasked with fighting the "enemies of the Reich," both foreign and domestic. The concept of "enemies" here goes well beyond those who take up arms against Germany to include those who threaten Germany through their inferior genetic and racial qualities.
