Vatican State Secretary Tells Envoy to Croatia to Suggest Leniency Towards Jews

Vatican Secretary of State Cardinal Luigi Maglione tells Father Giuseppe Ramiro Marcone, the new Vatican envoy to Croatia, that he should recommend more moderation in the treatment of Jews — but only on a confidential basis.

According to Maglione:

"When the occasion arises, you should try to recommend moderation with regard to the treatment of Jews residing in Croatian territory, confidentially and always in a way so that an official character cannot be attributed to your steps."

Why should Marcone only "recommend moderation"? Why should even such weak steps be denied the slightest hint of an "official character"?

Why were there no further appeals for intervention, not even half-hearted intervention like this?
