In Iraq, the National Assembly amends a recent law ending one-party rule. The amendments explicitly forbid the creation of any political party "based on atheism, religion, racism, or ethnicity."

Aside from protecting the status of Saddam Hussein's Arab Baath Socialist Party, this amendment appears to be intended to prevent the development of ethnic and religious strife in Iraqi politics.
